This screenshot shows the Oracle Enterprise Manager Adding or Revoking Privileges with Users > user> XML tab.

When you select a resource in the navigator tree, all available privileges for that resource are displayed in the Available Privileges list to the right of the Resources list.

You can select the privileges required from the Available Privileges list and move them down to the Granted list that appears at the bottom of the window by clicking on the down arrow.
